Abstract
The paper is devoted to the analysis of the development of the bureaucratic system in the conditions of the evolution of public administration. It focused on the analysis of the Marxist paradigm of bureaucracy. We made the conclusion that problems of bureaucracy and bureaucratic pathologies of government and non-government organizations are characteristic of all political regimes of modernity, but the conditions and forms of their manifestation are not the same for all regimes.
