ความคิดเห็นของประชาชนต่ออานาจหน้าที่และบทบาท ในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถิ่น ในพื้นที่อำเภอตะพานหิน จังหวัดพิจิตร (People’s Opinions towards Duties and Roles of Local Administrative Organization’s Main Missions in Providing Public Services in the Area of Taphan Hin District, Phichit Province)

Abstract

Thai Abstract: การวิจัยมีวัตถุประสงค์ 3 ประการ ได้แก่ ศึกษาระดับความคิดเห็นของประชาชนต่ออานาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถิ่นเปรียบเทียบความคิดเห็นของประชาชนต่ออานาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถิ่น และศึกษาปัญ หาอุปสรรค และแนวทางที่ส่งผลต่อความคิดเห็นของประชาชนต่ออา นาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถิ่น ผลการวิจัยพบว่า ระดับความคิดเห็นของประชาชนต่ออานาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถนิ่ ทัง้ หมด 6 ด้าน โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านส่งเสริมคุณภาพชีวิต และรองลงมาตามลาดับ คือด้านจัดระเบียบชุมชนสังคมและรักษาความสงบเรียบร้อย ด้านโครงสร้างพื้นฐาน ด้านการบริหารจัดการและอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมด้านศาสนา ศิลปวัฒนธรรม จารีตประเพณี ภูมิปัญญาท้องถิ่น และด้านการวางแผนส่งเสริมการลงทุนพาณิชกรรมและการท่องเที่ยว ตามลาดับ เปรียบเทียบความคิดเห็นของประชาชนต่ออานาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถิ่นจาแนกตามปัจจัยส่วนบุคคลพบว่า เพศ อายุ อาชีพและรายได้ มีผลต่อความคิดเห็นของประชาชนต่ออานาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถิ่น ส่วนสถานภาพสมรส ระดับการศึกษา ไม่มีผลต่อความคิดเห็นของประชาชนต่ออานาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถิ่นอย่างมีนัยสาคัญทางสถิติ ที่ระดับ 0.05 ปัญหา อุปสรรค และแนวทางที่ส่งผลต่อความคิดเห็นของประชาชนต่ออา นาจหน้าที่และบทบาทในการให้บริการสาธารณะตามภารกิจหลักขององค์กรปกครองส่วนท้องถนิ่ พบว่า หน่วยงานควรเข้ามามีบทบาทในการส่งเสริมสนับสนุนและพัฒนาการให้มีบริการสาธารณะในทุกๆ ด้านเพื่อเป็นจุดเรมิ่ ต้นสา คัญ ของการพัฒนาและเสริมสร้างกระบวนการเข้ามามีส่วนร่วมของประชาชน ตลอดจนนาไปสู่แนวทางที่จะก่อให้เกิด ประโยชน์สูงสุดต่อชุมชน สังคม และประเทศชาติต่อไป

English Abstract: This research has 3 objectives as follow: to study people’s opinion levels towards Duties and Roles of local administrative organization’s main missions in providing public services, to compare people’s opinions towards Duties and Roles of local administrative organization’s main missions in providing public services, as well as to study problems, obstacles, and ways affecting people’s opinions towards Duties and Roles of local administrative organization’s main missions in providing services in the area of Taphan Hin District, Phichit Province. The research findings found that: There are 6 aspects of people’s opinion level towards Duties and Roles of local administrative organization’s main missions in providing public services which their overall picture is in a “most” level. If consider each aspect, life quality promotion aspect has the most in mean. Next levels include society & community management and peace maintenance aspect, basic structure of natural resource and environment preservation management aspect, religion/culture/tradition/local wisdom aspect, as well as commercial and tourism investment promotion planning aspect, chronologically. The comparison between people’s opinions towards Duties and Roles of local administrative organization’s main missions in providing public services can be categorized according to personal factors stated as follow: It was found that gender, age, occupation, and income affect people’s opinions on roles and duties of local administrative organization’s main missions in providing public services. In contrast, marital status, and educational level do not affect people’s opinions on roles and duties of local administrative organization’s main missions in providing public services, which has a statistically importance of 0.05. For problems, obstacles, and ways affecting people’s opinions towards Duties and Roles of local administrative organization’s main missions in providing public services, it was found that people have a need for the organization to take an important role in promoting, supporting, and developing every aspect of public services in order to be the initial point of development and supporting the process of how people share their opinions and walk toward ways in creating most benefits for our community, society, and country in the future.
