Abstract

It is an incontrovertible historical fact that Madison, and the legislature of Virginia, called for the constitutional convention to “fix” the Articles of Confederation.
Rather than “fixing” the Articles, Madison intended to implement an entirely new, centralized government.
There were only 12 self-selected wealthy elites, and only five states, that responded to Madison’s resolution.
The Congress, so assembled at the time, had nothing to do with Madison’s initial call for a convention, and the Congress, today, has no legal or moral authority to stop states from abolishing the current form of government.
