혁신기업에 대한 산업금융 지원: 이론모형 분석 (Industrial Policy for Innovative Companies: A Theoretical Approach)

Abstract

Korean Abstract: 글로벌 금융위기 이후 정부의 산업 및 금융정책이 재조명되는 상황에서 제4차 산업혁명을 이끌 혁신기업 지원을 위한 정부의 역할에 대한 관심이 고조되고 있다. 본고는 정부의 산업정책에 대한 연구결과를 소개하고, 이론모형을 통해 혁신기술 개발에 충분한 자금공급을 가능하게 하는 기제(mechanism)를 검토하고 정책적 시사점을 도출하고자 한다. 혁신산업에 대한 금융기관 대출은 기존대출에 대한 상환실적이 우수한 기업가에 집중되는 외부효과(poaching externality)로 인해 신생 혁신기업에는 충분한 대출이 이루어지지 않을 가능성이 있으며, 유능한 혁신사업가의 비율이 매우 낮을 경우 혁신산업으로의 자금공급이 이루어지지 않는 균형이 존재할 수 있다. 이는 민간금융기관에만 혁신기업에 대한 자금공급 역할을 맡길 경우 혁신기업에 대한 원활한 자금공급이 이루어지지 않을 가능성이 있음을 의미하며 정부는 혁신산업에 대한 투자가 원활히 이루어지도록 금융정책을 시행할 필요가 있다.

English Abstract: In the aftermath of the global financial crisis, the government's role in supporting innovative companies that will lead the Fourth Industrial Revolution is growing. This paper introduces the results of recent studies into the government’s industrial policies. It examines the mechanisms that enable the supply of sufficient funds for the development of innovative technologies through a theoretical model, and then draws policy implications. Extending loans to innovative industries is likely to result in insufficient lending to emerging innovators. This is due to poaching externality that focuses on entrepreneurs with good repayment histories of existing loans. There may be an equilibrium where funding to the innovative industries cannot be achieved at all. This implies that if private financial institutions only play a role of supplying funds to innovative companies, a smooth supply of funds to innovative companies may not be attained. Therefore, the government needs to implement industrial policies to facilitate investment in innovative industries.
