Abstract

Korean Abstract: 자유롭고 경쟁적인 금융시장은 돈의 가격인 금리를 매개로 한 효율적 자원배분을 통하여 총생산, 투자, 고용을 확대할 뿐만 아니라, 비효율적인 기업을 폐업시키거나 구조조정을 하도록 한다. 이와 같이 잘 작동하는 금융시장은 금융자원의 배분을 통하여 지속적으로 새로운 기업을 발굴하여 효율적인 기업이 서로 경쟁할 수 있도록 하고 투자를 통하여 생산성을 증가시키고, 고용을 확대하며 경제가 성장할 수 있게 해준다. 그러나 민간 금융기관은 지나친 이윤추구로 감당할 수 없는 위험을 선택할 가능성이 있는데, 이러한 행태를 적절히 관리하지 않으면 금융시스템 전체를 위협할 수 있기 때문에 금융규제와 금융감독이 필요한 것이다.

이와 같이 효율적이고 안정적인 금융시장에는 전제가 필요하다. 민간금융시장의 발달에 더하여 정부의 역할은 필요한 최소한으로 유지되고, 금융감독의 독립성이 보장되어야 한다는 것이다. 그럼에도 불구하고 정부는 민간금융시장의 미발달, 이익집단 및 정치권의 압력, 산업 육성, 단기적인 경기부양 등 다양한 이유로 금융시장에 개입하려는 유혹을 갖게 된다. 정보비대칭성이 높은 금융시장에 정부가 실제로 개입할 경우 금융시장은 신용을 가장 효율적으로 사용할 곳으로 배분하지 못하게 되고 그 효율성을 상실하게 된다. 이럴 경우에도 정부가 규제권한만 행사한다면 독립된 감독기능이 어느 정도 선에서 정부개입에 제동을 걸 수 있겠지만, 정부가 감독권한까지 행사한다면 금융시장에 대한 정부개입은 사실상 제동력을 상실할 수 있다.

본 연구에서는 이익집단 및 정치권의 압력, 산업 육성, 단기적인 경기부양 등과 같은 이해상충이 상존하는 금융시장의 구조적 문제를 다양한 측면에서 살펴보고자 한다. 더불어 금융시장에서 정부의 역할을 재조명하고, 이해상충의 문제를 최소화할 방안을 제시하는 데 궁극적인 목적이 있다. (...)

English Abstract: In a free and competitive financial market, resources are efficiently allocated via interest rates—i.e, the price of money—not only enhancing total output, investment and employment but also driving out or restructuring inefficient firms. Indeed, a well-functioning financial market, by allocating financial resources, fosters new firms consistently to enable competition between efficient firms, promotes investment to enhance productivity and increases employment to nurture economic growth. However, there is the possibility that private financial institutions will take unduly high risks driven by excessive profit seeking, and such a practice, if unchecked or poorly managed, can pose a serious threat to the entire financial system. This is why financial regulations and supervision are needed.

As such, certain premises are assumed for an efficient and stable financial market, which include an advanced private financial market, minimized government role and guaranteed independence of the financial supervisory authority. Nevertheless, governments are often tempted to intervene in the private financial market for a range of reasons—underdeveloped financial market, pressure from concerned interest groups/political parties, industrial upgrading, short-term economic stimulus and so on. Given the high information asymmetry in the financial market, government intervention will disrupt the allocation of credit into where it could be used most efficiently, meaning a loss of the financial market’s functional efficacy. Even in such cases, if the government remains only as a ‘regulator,’ the supervisory authority―independent from the government―would be able to put certain restrictions on government intervention, but if the government holds the authority to supervise, too, its intervention in the financial market would be like a car without brakes.

This study adopts various angles to address the structural problems within the financial market in which conflicts of interest reside over pressure from interest groups/ political parties, industrial upgrading and short-term economic stimulus. Furthermore, the ultimate purpose of this study is to redefine the role of government in the financial market and to draw upon measures to minimize the problems arising from conflicts of interest.
