Abstract
This paper imagines how proposals, aimed at facilitating the divestiture and exit of foreign investors, might have offered an alternative to problems that purport to be solved by international investment law. These proposals, associated with the thinking of Raoul Prebisch and Albert Hirschman, were aimed at reviving the ‘lost art’ of promoting exit. The paper explores the numerous advantages that would have accrued to states and citizens if this alternative route at appeasing investors had been pursued.
