Abstract

Russian Abstract: В отечественной терминологической традиции используются четыре взаимно пересекающихся понятия: ЗУН («знания-умения-навыки»), ПВК («профессионально важные качества»), компетенции и компетентности. Компетенция понимается разными специалистами и/или как (1) делегированные полномочия и связанная с ними ответственность, (2) как ПВК, (3) как умение мобилизовать и/или привлечь имеющиеся ресурсы для решения конкретных проблем и производственных задач, (4) метрика (количественная и/или качественная) для измерения эффективности профессиональной деятельности. Термин «компетенция» активно и часто не корректно используется, в том числе в нормативных документах, что приводит к смысловой путанице и разночтениям. В статье описан возможный методический подход к диагностике компетенций, который позволит более качественно проводить аттестацию, сертификацию, подготовку специалистов и руководителей, сделает более объективным процесс формирования кадрового резерва, в частности, для организаций работающей в нефтехимической отрасли. В статье обсуждены вопросы: «Можно ли компетенцию и компетентность разложить на измеряемые элементы? Как связаны эти элементы? Можно ли оценку «компетентности» сделать инструментальной и оцифровать для последующей компьютерной обработки? Можно ли «компетентность» формулировать в терминах полей типичных отраслевых проблем и задач, которые повседневно решает специалист и руководитель? Можно ли формулировать «компетенцию» от обратного, от недопустимого для специалиста и руководителя?». Предложенные в статье инструменты для оценки желательных компетенций и реальных компетентностей систематизируют требования к менеджменту и делают доказательными причины продвижения или не продвижения конкретного руководителя при реализации стратегических и тактических целей и задач в инновационном процессе. Как инструменты тонкого отраслевого отбора сформулированы поля проблем макро- и микроуровня для топ-руководителя, внедряющего новации в нефтехимии.

English Abstract: In the domestic terminological tradition, four mutually intersecting concepts are used: ZUN ("knowledge-skills-skills"), PVK ("professionally important qualities"), competence and competence. Competence is understood by different specialists and / or as (1) delegated authority and responsibility, (2) as IRM, (3) as an ability to mobilize and / or attract available resources to solve specific production problems and tasks, (4) metrics (quantitative and / or qualitative) for measuring the effectiveness of professional activity. The term "competence" is actively and often not correctly used, including in normative documents, which leads to semantic confusion and discrepancies. The article describes a possible methodical approach to the diagnosis of competencies, which will allow for more qualitative assessment, certification, training of specialists and managers, will make the formation of the personnel reserve more objective, in particular, for organizations operating in the petrochemical industry. The article discusses the following questions: "Can competence and competence be decomposed into measurable elements? How are these elements related? Can the assessment of "competence" be made instrumental and digitized for subsequent computer processing? Is it possible to formulate "competence" in terms of fields of typical industry problems and tasks, which the specialist and manager solve every day? Is it possible to formulate "competence" from the opposite, from the unacceptable for the specialist and the leader?" The tools proposed in the article for assessing the desirable competencies and real competencies of managers systematize the requirements for management and make evidence of the reasons for the promotion or non-promotion of a particular leader in the implementation of strategic and tactical goals and objectives in the innovation process. Fields of macro- and micro-level problems for the top manager, introducing innovations in the petrochemical industry, are formulated.
