Italian Abstract: La maggior parte del quadro istituzionale dell'Unione europea è stato istituito con il trattato della Comunità europea del carbone e dell'acciaio del 1951: l'Alta Autorità come precursore della Commissione, il Consiglio, precursore anche del Consiglio europeo se si tiene conto del fatto che Konrad Adenauer ha paratecipato alla prima riunione del Consiglio dei ministri, il Parlamento europeo - con elezione diretta, come raccomandato dalla stessa Assemblea parlamentare CECA - la Corte di giustizia e persino le agenzie - come sappiamo dalla sentenza Meroni, Molte delle norme procedurali attuali sono state stabilite nel quadro del trattato CECA, compreso il regime linguistico adottato in uno strumento intergovernativo separato poco prima dell'entrata in vigore del trattato. Anche il progetto di trattato che istituisce una Comunità politica europea merita attenzione, in quanto comprendeva una serie di elementi che sono ancora rilevanti per un'ulteriore integrazione. Contrariamente a quanto spesso sostenuto, il trattato CECA non era un mero accordo tecnico, in quanto l'industria del carbone e dell'acciaio era di primaria importanza per la sovranità all'inizio degli anni '50, come il governo britannico ha capito chiaramente quando ha rifiutato di condividere il progetto. English Abstract: Most of the institutional setting of the European Union has been established with the European Coal and Steel Community treaty of 1951: the High Authority as forerunner of the Commission, the Council, even the European Council if one takes into account that Konrad Adenauer shared the first Council of Minister's meeting, the European Parliament - with direct election as recommended by the ECSC Parliamentary assemby itself - the Court of Justice, and even agencies - as we know from the Meroni Judgement, Many of the present day procedural rules were established under the ECSC treaty, including the language regime that was adopted in a separate intergovernmental instrument just before the entry into force of the treaty. The draft Treaty establishing a European Political Comunity also deserves attention, as it included quite a number of features that are still relevant for further integration. Contrary to what is often submitted, the ECSC treaty was not a mere technical agreement, as the coal and steel industry was paramount to sovereignty in the early 1950s, as the UK government clearly understood when refusing to joint the project.
