Abstract

This writing addresses the introduction, modification or destruction of software related to space systems, which include both the terrestrial segments and the space segments. Following a brief discussion of the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Celestial Bodies of 1967 and the Convention on International Liability for Damage Caused by Space Objects of 1973, possible scenarios of cyber activities intended to disable, destroy or manipulate space systems to cause damage are analysed in the context of these treaties. Legal rules are proposed to remedy the shortcomings of existing law when destructive cyber activities intrude into space systems.
