Abstract

תקציר בעברית: מסדרון אקולוגי הוא מושג מתחום שמירת טבע — מקטע ליניארי שמאפשר מעבר מינים בין אזורים טבעיים נפרדים. עם השנים הוכר הפוטנציאל הטמון בו, כתומך במגוון הביולוגי של אוכלוסיות מנותקות, ותורם לרווחתן ולבריאותן. הכרה זו תורגמה לפעולות ממשק המחזקות את תפקודי המסדרון, ולהגנה סטטוטורית שתמנע את חסימתו. כדי לספק למסדרון את הממשק וההגנה הראויים נדרשת ידיעה מעמיקה של איכויותיו והתנאים השוררים בו.

במאמר מוצעות הבחנות בין מסדרונות על פני כמה מישורים: א. רמה מרחבית — מסדרון בין– יבשתי, מסדרון ארצי, מסדרון אזורי או מסדרון מקומי; ב. התוויה בנוף — כציר רציף )לרוב נחל( או קטוע )סדרת כתמים פזורים בנוף(; ג. תצורה — מרחב רציף רחב–שוליים לעומת ציר מוגדר. ההבחנות חשובות להתאמת כלי הממשק וההגנה המתארית )סטטוטורית לכל מצב.

בחינת המחקרים והספרות העוסקים במסדרונות אקולוגיים בארץ העלתה כי בכל הנוגע לפעולות ממשק ניתנה התייחסות להבחנות הנזכרות. עם זאת, ייעוד שטח כמסדרון אקולוגי ומתן הגנה סטטוטורית לערכיו נקבעו עד כה במספר נמוך של תכניות. אמירותיהן כלליות, ועיקרן — דרישה להכנת מסמכים והפניה להתייעצות עם גורמים סביבתיים בעת הדיון בתוכנית. אין בהןסייגים המרחיקים איומי פיתוח או התייחסות למצבו ולתפקודו של המסדרון.

על נושאים אלה ניתן ללמוד רבות מן הניסיון העולמי — בתחיקה, בהנחיות ממשק ובתפיסה תכנונית כוללת. לסיום, מוצגת סוגיית מעמדם ותפקודם של השטחים שהמסדרונות מותווים בהם. האם אותם שטחים אמורים לשמש אזורים תומכי טבע, כחיץ לשטחים השמורים, ישות טבעית שמורה בפני עצמם, או שהם מצע להתוויית מסדרונות אקולוגיים, שבהם ורק בהם יישמרו ערכי הטבע? מבחינת שמירה על קיום שירותי המערכת האקולוגית, עדיף לראות את כל השטחים הפתוחים כשומרי סף וכתומכים בשטחים המוגנים. המציאות ולחצי הפיתוח מקשים על תפיסה זו. היות שכך, נדרשת מדיניות לאומית לקביעת סדרי עדיפות בהתוויית המסדרונות, שתהיה נדבך מרכזי בניהול שטחים פתוחים ובהגנה עליהם, ותיתן מענה לאתגרים ולאיומים הצפויים — ברמה הארצית והמקומית.

English Abstract: An ecological corridor is a nature-conservation concept - a linear section that allows the passage of species between separate natural regions. Over the years, its potential has been recognized as a supporter of the biological diversity of disconnected populations, contributing to their welfare and health. This recognition has been translated into interface actions that strengthen the functioning of the corridor, and statutory protection actions that will prevent its blocking. In order to provide the appropriate interface and protection to the corridor, thorough knowledge of its qualities and conditions is required.

The article offers distinctions between corridors on several levels: a. Spatial level - intercontinental corridor, national corridor, regional corridor or local corridor; B. Characterization of the landscape - as a continuous axis (usually a stream) or a fragmented axis (a series of scattered spots in the landscape) C. Configuration - a continuous wide-margin space, compared to a defined axis. The distinctions are important for adapting the interface tools and the statutory protection needed for each situation.

An examination of the studies and literature dealing with ecological corridors in Israel revealed that with respect to interface operations, reference was made to the distinctions mentioned. However, the designation of the area as an ecological corridor and the granting of statutory protection to its values, have so far been mentioned in a small number of plans. Their statements are general, the main one being is a requirement to prepare documents and refer them for consultation with environmental bodies during discussions of the plan. There are no exceptions that distance development threats or reference to the state and functioning of the corridor. These issues can be learned from the world's experience - in legislation, in guidelines, and in a comprehensive planning approach.

Finally, the issue of the status and functioning of the areas in which the corridors are delineated is presented. Are these areas supposed to serve as natural areas, as a buffer to the reserved areas, a natural entity that is self-contained, or are they a platform for ecological corridors where natural values are preserved? In terms of maintaining ecosystem services, it is preferable to see all the open spaces as gatekeepers and supporters of the protected areas. The reality and the development pressures make this perception difficult. As such, a national policy is required to determine priorities in the delineation of the corridors, which will be a central element in the management and protection of open areas, and will address the challenges and threats that are expected - at the national and local levels.
