การพัฒนาสัมฤทธิ์ผลการดำเนินงานตามนโยบายแก้ไขบำบัดฟื้นฟูผู้ติดยาเสพติดโดยการใช้มาตรการลดอันตรายจากยาเสพติดของประเทศไทย (Operation Achievement Development in Accordance to Drug Rehabilitee Policy by Using Harm Reduction Measurement from Drugs of Thailand)

Abstract

Thai Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับสัมฤทธิ์ผลการดาเนินงาน 2) ปัจจัยที่มีอิทธิพลต่อสัมฤทธิผ์ ลการดา เนินงาน และ 3) รูปแบบการพัฒนาสัมฤทธิผ์ ลการดาเนินงานตามมาตรการลดอันตรายจากยาเสพติด ตัวอย่างการวิจัย คือ คณะทางานตามมาตรการลดอันตรายจากยาเสพติดประจาจังหวัด จานวน 239 ตัวอย่าง กาหนดขนาดด้วยสูตร ทาโร ยามาเน เครื่องมือในการวิจัย คือ แบบสอบถามซึ่งมีค่าความเชื่อมัน่ เท่ากับ 0.93 สถิติวิเคราะห์ข้อมูล ได้แก่ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิส์ หสัมพันธ์ และการถดถอยพหุคูณเชิงเส้นตรงผลการวิจัยพบว่า สัมฤทธิผ์ ลการดาเนินงานโดยรวมอยู่ในระดับมาก (X = 3.65) พิจารณารายด้านพบว่า การจัดทาระบบฐานข้อมูลและรายงานข้อมูล การเข้าถึงกลุ่มเป้าหมาย การติดตามและประเมินผล การให้บริการสังคม การขับเคลื่อน และการติดตามผู้รับบริการอยู่ในระดับมาก (X = 3.93,X = 4.01, X = 3.76, X = 3.75, X = 3.71, X =3.64, X = 3.60) ตามลาดับ ส่วนการจัดชุดบริการ อยู่ในระดับปานกลาง (X = 3.19) ปัจ จัยที่มีอิทธิพลต่อสัมฤทธิผ์ ลการดาเนินงานอย่างมีนัยสาคัญที่ระดับ 0.05 ได้แก่ การบูรณาการระหว่างหน่วยงาน เจตจานงทางการเมือง และผู้ปฏิบัติงาน ส่วนรูปแบบการพัฒนาสัมฤทธิผ์ ลการดาเนินงานตามมาตรการลดอันตรายจากยาเสพติดประกอบด้วยแนวทางทางการพัฒนาสัมฤทธิผ์ ลการดาเนินงานด้านนโยบาย ด้านการเข้าถึงกลุ่มเป้าหมาย ด้านการติดตามและประเมินผล ด้านระบบฐานข้อมูลและรายงาน ด้านบูรณาการระหว่างหน่วยงาน ด้านการมีส่วนร่วม ด้านการบริหารจัดการ และด้านผู้ปฏิบัติงาน

English Abstract: This study aimed to study the 1) Operation achievement level 2) Factors affecting the operation achievement and 3) Operation achievement development model by using Harm Reduction Measurement. Samples were provincial’s Harm Reduction Measurement committee, 239 samples, sized by Taro Yamane’s formulation. Instruments used was a questionnaire with reliability value of 0.93. Statistics used were frequencies, percentages, means, standard deviations, correlation and MLRA. Results show that the operation achievement in overall was found in high level, in overall was found in high level (X = 3.65). Consider in aspects found that Information system and report aspect, Target approach aspect, Follow up and evaluation aspect, Social service aspect, Driving aspect and Client follow up aspect were in high (X = 3.93, X = 3.76, X = 3.75, X = 3.71, X = 3.64, X = 3.60) as follows while Service package aspect were found in medium level (X = 3.19) Factors statistically affected the operation achievement at the 0.05 significance level were Integration between agency, Political will and Personnel. The operation achievement development model by using Harm Reduction Measurement from Drugs were compounded from solutions of the operation development in policy aspect, target approach aspect, follow up and evaluation aspect, information system and report aspect, management aspect and personnel aspect.
