Abstract

Climate change leads to an increasing interest in ship operations in the Arctic. This includes in particular cruise shipping. The simultaneous booms in Arctic tourism and in cruise shipping have led to an ongoing super-boom in Arctic cruise tourism. This development is continuing despite the fact that ship operations in Arctic waters remain inherently dangerous also under conditions of climate change. This has been recognized by the international community some time ago and on 1 January 2017, the Polar Code, which regulates ship operations in polar waters, has entered into force. This chapter looks at the interaction between the Polar Code and the STCW Convention, which regulates the training and certification of seafarers from the perspective of maritime safety in the context of cruise ship operations in the Arctic.
