Abstract

This whitepaper was prepared by the New Mexico Energy, Minerals & Natural Resources Department (EMNRD), in conjunction with the University of New Mexico (UNM) School of Law, to inform New Mexico's Grid Modernization Advisory Group (GMAG), a group of experts convened by EMNRD in response to the Grid Modernization Roadmap and Grant Program established by H.B. 233 (2020).

Part 1 of this Baseline Report, authored by Gabriel Pacyniak, UNM School of Law, provides a synopsis of relevant laws and policies that bear on grid modernization in New Mexico.

Part 2 of the Baseline Report, authored by Daren Zigich and Jacqueline Waite, EMNRD, provides an overview of data summarizing the state of New Mexico’s electric grid system and infrastructure, as framed by a set of nationally-recognized objectives for a modern grid.
