Assessing the Legal Environment Within Multinational Corporations by Measuring the Efficiency and Effectiveness of Compliance eTraining

Abstract

Multinational Corporation (MNC) must adhere to innumerable corporate regulations and laws, covering a large geographical area. Consequently, MNCs face challenges making sure that their employees adhere to these compliance requirements. Thus, MNCs manage corporate compliance programs to operate in a proper legal environment. As part of this program, in order to ensure that the employees have sufficient compliance knowledge and awareness, MNCs manage compliance training, most commonly by using computer-based training (eTraining).

Given that, this study would like to assess the MNC’s legal environment, by measuring the efficiency and effectiveness of compliance eTraining. By using relevant training measurement models and considering the MNC legal domain, I would like to examine to what extent the training programs can provide an indication to the regulator and the MNC on the level of both legalizations of organization and managerialism of law. Many studies have been conducted to measure training efficiency and effectiveness. Yet, few of the existing studies have analyzed the effectiveness and efficiency of using the eTraining method specifically in MNCs, to support managing their legal environment. Furthermore, there have been no studies conducted on how to improve the legalization of organizations and how to take advantage of MNC practice to enhance the regulations, by leveraging the compliance training programs.

The measurement of the legal environment and compliance eTraining in this study will be based on MNC’s practice, risk assessment, the level of regulation, and real-life compliance issues. The MNC risk assessment and training programs’ efficiency and effectiveness will be collected through survey interviews with compliance associates. The level of regulation and real-life compliance issues will be collected by using regulator reporting and public media. Such research has the potential to suggest practical ways to enhance the legal environment in MNCs by improving their efficiency and effectiveness of the compliance eTraining. In addition, the study can support the regulator, by gaining more knowledge about how the law and regulations are implemented by the MNCs.
