Abstract

This publication combines insights and analytical expertise relevant to negotiating and implementing investment facilitation for development measures. It is intended to support the WTO negotiations of a multilateral framework on investment facilitation for development, as well as unilateral, bilateral and regional efforts to facilitate sustainable investment flows. The publication includes lessons from negotiating and implementing relevant WTO agreements, as well as suggestions for avoiding an undesirable interaction with other international investment agreements. It also offers a Sustainable Investment Facilitation Inventory containing numerous investment facilitation measures, including measures that directly contribute to the facilitation of sustainable foreign direct investment, as well as the proceedings of some 40 stakeholder consultations. Particular emphasis has been placed on the development dimension of investment facilitation. The publication is a resource for negotiators, policymakers and investment promotion agencies, and is the result of a joint project of the International Trade Centre (ITC) and the German Development Institute/Deutsches Institut für Entwicklungspolitik (DIE).
