Abstract

This paper addresses issues of personal identity in the context of migration. More specifically, it explains how the lack of identification documents is a problem in managing migration flows. It fosters the phenomenon of illegal immigration and human trafficking. It prevents access to basic services and hinders effective integration into the socio-economic context. Thus, this paper explains how States and International Organizations are deploying blockchain technologies to manage identity-related data in the migration field. It considers how blockchain shapes the evolution of the identity concept and focuses on the possible contrasts with the fundamental rights framework. It finally formulates policy recommendations to solve these questions and allow a fair and compliant deployment of blockchain technologies for identification procedures in the migration context.
