Il contributo degli investimenti del PNRR all’Agenda 2030 alla luce della valutazione della Commissione europea - The contribution of PNRR investments to the 2030 Agenda in light of the European Commission’s assessment

Italian Abstract: Il presente Policy Brief intende investigare l’impatto potenziale che gli investimenti del Piano Nazionale di Ripresa e Resilienza (PNRR) hanno sull’Agenda 2030. Un’analisi descrittiva delinea le principali caratteristiche del Piano ed il contesto in cui esso è inserito, facendo riferimento al Semestre europeo e le relative Raccomandazioni specifiche per l’Italia del 2019 e 2020, al Green Deal europeo e infine alla stessa Agenda 2030. Emerge - da questa - che il PNRR potrebbe impattare maggiormente alcuni specifici Goal dell’Agenda. Attraverso l’applicazione di una metodologia sviluppata e applicata da Fondazione Eni Enrico Mattei (FEEM) e Regione Autonoma della Sardegna (RAS) nel contesto della Politica di Coesione, vengono analizzate le interconnessioni tra i singoli target dell’Agenda 2030 e le misure del PNRR, per dare una valutazione preliminare in merito alla sostenibilità del Piano stesso.

English Abstract: This Policy Brief aims to investigate the potential impact that the investments of the Italian Piano Nazionale di Ripresa e Resilienza (PNRR) have on the 2030 Agenda. A descriptive analysis outlines the main features of the PNRR and the current situation related to the European Semester and the specific Recommendations for Italy (2019-2020), to the European Green Deal and in the end to the 2030 Agenda. From this analysis emerges that the PNRR could have a greater impact on some specific Goals of the Agenda. Through the application of a methodology developed and applied by Fondazione Eni Enrico Mattei (FEEM) and the Autonomous Region of Sardinia (RAS) in the context of the Cohesion Policy, interconnections between the individual targets of the 2030 Agenda and the PNRR measures are analyzed, to give a preliminary assessment of the sustainability of the PNRR.
