Abstract

As the nations of the world coalesce around mid-century carbon neutrality targets, the question of how to achieve those targets in practice will raise complex and not-always-apparent governance challenges. This memo briefly raises considerations in three areas: (1) managing the reemergence of the state; (2) competition (for better or worse); and (3) the hegemons and everyone else.
