Abstract
The aim of the study was to demonstrate the existence of a connection between public financing patterns and the health insurance market. On the one hand, theoretical evidence yielded arguments that explain the motives for this connection, especially within the sector financing area. On the other, it was found that historically certain government actions have effectively sponsored private health plan and insurance companies in Brazil, reinforcing in concrete terms the perception of the presence of a structural relationship between the healthcare market and the State.
