Abstract

The quality of policy research was one of the key ingredients of the Korean economic model. In explaining Korea's economic performance, scholars have explored the nature of institutional arrangements that enabled political leaders to choose and implement efficient public policies. This paper introduces a set of analytical frameworks for explaining the configuration and performance of different policy research systems, and pays a particular attention to the Korea Development Institute which has maintained its position as the center of excellence in Korea since it was founded in 1971. KDI case shows how to govern a think tank as well as how to design an effective governance system around think tanks.
