Abstract

This chapter examines the nature and causes of the global digital divide and discusses two networks that are aimed to bridge such divide. We critically evaluate the Global Trade Point Network (GTPNet) of the World Trade Point Federation and Little Intelligent Communities (LINCOS) of Latin America. The GTPNet's trade point program helps SMEs to adopt international e-commerce by bringing participants in foreign trade transactions together to provide all required services at a reasonable cost. LINCOS are telecenters that are satellite-operated, solar-powered and equipped with HP hardware and peripherals which allow Internet connections and a broad range of services for rural people. The chapter concludes with lessons learned and policy implications.
