Abstract

This paper analyses the risk factors of corruption in the government procurement processes such as in project planning, product design and documentation, tender process, contract awards, and accounting and auditing.

The paper highlights the traditional procurement process and its practice in Bhutan. It also presents the drawbacks of the traditional procurement process in actual implementation. The benefits and drawbacks of using the electronic procurement system are also highlighted in this paper. The paper intendeds to recommend the adoption of electronic Procurement system as one of the corruption prevention strategies and also the anti-corruption capabilities of electronic procurement, particularly the automation and audit trail capabilities to potentially increase the transparency and accountability of the government procurement process.

The success stories of other countries like Georgia, Mexico, Chile and South Korea in adopting and implementing a successful electronic procurement system are also described in this paper to support the recommendations.
