Abstract
This three-part publication critically evaluates the Commission’s Proposal for a Data Act. It provides an in-depth analysis of the Proposal. The concept of the Act is critically examined and the instruments proposed are thoroughly evaluated and put into context. The existing literature on the Act is mapped and mirrored. Proposals for amendments to the Act are considered. This publication aims to contribute to the on-going debate about and the legislative process of the Act.
